uniksc converts data between Korean KSC-5601 and Unicode 3.0 UTF-16
character sets.  Currently, it can convert all characters including
Hanja in KSC-5601 to UTF-16 characters.  Converting UTF-16 to KSC-5601
should work but is incomplete yet.
